It would be a lot easier if you accept "world countries" entries. When Trinidad didn't work why bother Trinidadandtobago... Yeah it's a bad habit, but a common one here.
The only three countries in the world referred to as the Low Countries = Belgium, Netherlands (sometimes, and perhaps irroneously, interchanged with Holland), and Luxembourg. Because of their position on the Northern European coast/seaboard as compared to France and Germany, their neighbors.
Commonly considered part of North America before it's considered part of Central America, the latter really just being an extention of the former. Though when the separation is indicated/specified, Mexico is generally not considered part of Central America
