It's possibly because you haven't given all the same states the same path id. Perhaps changing all California's to be "CA" etc.. instead of a placeholder may fix this problem.

Usually, Maine and Nebraska split up their votes into congressional districts. Basically Partial credit. Here, that rule is not applied
