The accepted time for blogs is Monday at 12 AM EST/9 PM PST (Sunday)/5 AM UTC to Sunday at 11:59 PM EST/8:59 PM PST/4:59 AM UTC (Monday). In other words, the valid time for blogs starts eight (8) days before the week's release and ends two (2) days before.
